Residents Asked to Complete Survey as Part of Public Input Process
Clark County has launched “Transform Clark County,” a major undertaking to establish a cohesive, countywide vision for the future and a defined strategy to achieve that vision. This effort will include a complete rewrite of Clark County’s key policy and regulatory documents—the Master Plan and Development Code.
While both documents have been updated over time, a new blueprint that reflects Clark County’s diverse community of interests and historically rapid growth is needed, officials said, adding that the updated Master Plan will serve as a policy blueprint for the growth and physical development of the County over the coming years and will inform subsequent updates to the Development Code,
“We need a clear vision for making our community more livable and sustainable,” said Commissioner Justin Jones, a vocal advocate for the updates. “For that reason, public input is critical so that we can come to a shared understanding of the kind of community we want today, tomorrow, and for future generations.”
The Master Plan rewrite portion of the Transform Clark County process will be the primary focus initially and is expected to be completed by summer 2021. Adoption of the Development Code will occur in late 2022.
Community input is an important part of reshaping both documents, which will help guide how future tax dollars are invested to improve our quality of life.

“We all want to see our community quality of life improve,” said Commission Chairman Marilyn Kirkpatrick. “The work that goes into this roadmap for the future will help get us there. I encourage all our residents to take the survey and tell us what they want the future of Greater Las Vegas and Clark County to be.”
For the Master Plan, the County will be engaging and seeking input from a cross-section of community interests, including citizen advisory groups, the arts and cultural community, business owners and labor groups, educators and institutions of higher learning, environmental and conservation interests, builders, planners, transportation entities, realtors, social service providers, urban and rural communities, city and regional government entities, police and fire, and state and federal agencies.
Initially, officials will seek to determine what the community values most about Clark County, and what, in their view, would threaten these valued aspects of the community in the future. Then they will seek to identify major issues and opportunities and how they vary across the myriad groups that make up the community. Key findings will be presented for public review.
Subsequently, officials will review input on the preliminary vision statement, goals, and structure of the Master Plan and identify areas where the draft vision and goals may align with the community’s vision and then draft revisions to address concerns.
They also will gather feedback on potential updates to the land use categories and draft policies to support the community’s preferences for development types and contexts in different parts of the County.
Finally, they will introduce and seek input on key components of the draft Master Plan and implementation strategies prior to adoption. They also will identify priority initiatives to focus on near-term efforts and a set of meaningful metrics for monitoring implementation progress.
Work on the development code will follow the Master Plan update. Key themes and recommendations for improvements will be identified as part of a code assessment. Areas of agreement or concern will be identified as a basis for initiating the drafting process. Proposed changes to zone districts and uses, proposed changes to development recommendations, and proposed changes to administration and procedures will be introduced and feedback solicited on the modifications. Ultimately, information about key changes to the draft Development Code will be presented and there will be a final round of modifications.
